How 911 works

When you dial or tap 911, your call (or text, in many areas) is routed to a Public Safety Answering Point (PSAP) — a 911 center staffed by trained telecommunicators. They gather what happened, where you are, and who needs help, then dispatch police, fire, EMS, or other responders.

Legacy 911 systems were built on older telephone networks. They are reliable for voice in many places, but they struggle with modern needs: precise wireless location, transferring calls between centers, sending photos or video, and staying online during disasters when one center is overloaded or damaged.

What is Next Generation 911?

NG911 replaces analog-era infrastructure with an IP-based emergency network (often called an ESInet). That unlocks multimedia (text, photos, video), better call routing using GIS maps, stronger failover between centers, and improved interoperability across agencies.

The transition is underway nationwide. Progress differs by state and county — some regions already accept multimedia and can back up each other’s 911 traffic; others are still planning or midway through upgrades. Federal rules from the FCC (2024–2025) are accelerating how phone and messaging providers connect to NG911 systems when 911 authorities are ready.
